Scottish Government – Client Guide to Construction Projects

The Scottish Government Client Guide to Construction Projects. is mandated guidance for all public contracting authorities which are subject to the Scottish Public Finance Manual, for all others it is considered good practice guidance. While this is not aimed at industry it does provide an insight in to how the public sector conducts construction projects. The Client Guide is provided in three handbooks. Handbook one covers Project Initiation and Business Cases, Handbook two covers Construction Procurement and Handbook three covers the Construction Phase.

There are two chapters within the Client Guide to Construction Projects which deal with construction quality:

  • Chapter 14 of Handbook One  Chapter 14 provides an overview of the aims and principles of Quality Assurance in Construction Projects.
  • Chapter Three of Handbook Three. Provides more in-depth guidance on how to set up projects to ensure that an appropriate Quality Management System is in place in the client organisation and in the project.

This guidance should follow through into client and contractor quality plans and should be clear in contract documents.
