Expression of Interest Form – Early Adopter Scheme for High Risk Buildings

1. Introduction

This form is to be completed by either the developer, design team or owner that wish to become an Early Adopters and trial the new Compliance Plan (CP) approach before it becomes a legal requirement to do so. Whilst helping the Scottish Government (through the Futures Board work stream work currently being undertaken by the Building Standards Division), your participation will support the further development of future legislation and guidance to develop a nationally consistent approach to the delivery of building regulation compliant buildings through the building warrant process.

Please note that for the purpose of this current stage of trialling the proposed work should consist of a new build project consisting of one of the following High Risk buildings types.  It does not include extensions or alterations to existing buildings:

  • Domestic building or residential building with any storey at a height of more than 11 metres above the ground
  • Educational establishments (schools, colleges and universities), community/sport centres
  • Hospitals
  • Residential care buildings

Assigning projects for EA Scheme – Next steps

On receipt of receiving your notification of interest, we will assess if the design proposals meet the designation of an HRB.  As participating in the EA Scheme is likely to result in additional work beyond normal practice for a local authority verifier, we will check that they have adequate resources to commit in assisting with the proposed trial.  If this is not possible, we will, unfortunately, advise you immediately and it will not be possible to proceed with the trial for the project.

However, where resources are available, a meeting will be arranged with all interested parties to explain further how the scheme will operate, the roles and responsibilities of all those involved and the next steps.  Following this we would ask that feedback is provided throughout the project of processes that have assisted in checking compliance and any processes that were considered cumbersome or provided little assistance.
